LBPEA NEB REGULAR MEETING
September 19-20, 2013

AGENDA:
1. CNA Incentive –
-On July 11, 2013, a meeting was held between LBPEA and HRMG, PAD, ERD where LBPEA raised the issue on CNA Incentive but initially Atty. Mon Cervantes opined that the conditions required in DBM Circular do not concur in the Bank’s situation since the actual operating expenses are less than the DBM-approved level of operating expenses in the Corporate Operating Budget as to generate sufficient source of funds for the payment of CNA Incentive.

-However despite the seemingly negative response to our request, LBPEA did not stop from pursuing a persistent demand for this benefit.

-Fortunately, the CNA Incentive was revitalized  on August when our management gave LBPEA an instruction to issue a Supplemental CNA specifying the grant of CNA Incentive

-LBP Management then submitted on September 9, 2013 to CSC the Supplemental Agreement to the CNA for approval.

-This is what we are all waiting at this time- the approval of CSC of our Supplemental CNA.

-It was brought our during LBPEA meeting that the expected release of CNA is perhaps October and the expected amount is estimated to be at P9,600 per year so our request is for 2 years.

2. Request of LBPEA to finance outstanding Countryside Builders Multi-Purpose Cooperative
The PFO already approved the loan facility for take out  of existing loans with Countryside Builders MPC at 7% per annum.

Requirements are as follows:
-application form duly accomplished by the borrower
-original latest billing/statement of account
-deed of undertaking
-pre-signed all purpose loan application

3. Zamboanga Calamity
-Financial assistance was given to the employees in Zamboanga area ranging from p5t to P10t each.  A calamity loan facility for P100t at 2% interest per annum for 5 yrs was also opened by PFO for the affected employees.
-LBPEA will be proposing to the PF Board the waiver of the P4t net pay requirement for the employees affected who will not be qualified to avail by reason of insufficient mntp.

4. GCG PRESENTATION OF CPCS
KAMAGGFI was invited to Malacanang last September 9, 2013 for the presentation by GCG of the CPCS and LBPEA representatives were there in attendance.

The salient points during the presentation are as follows:

a. The GCG will provide parameters for the payplan consisting of the minimum, medium, and maximum pay.

b. The management of the GOCCs/GFIs are given the discretion to design the payplan suited to their respective agencies for as long as they are within the GCG standard.  However, the good news for the employees is that the Employees Unions will give their conforme on the agencies payplan prior to submission with the GCG.

c. The existing pay grade system will be replaced with a new salary grade system and for LBP it will range from SG 1 to 21.

d. Implementation of salary rationalization is not within 2013 but on 2014.

e. According to the GCG, the GOCCs/GFIs will continue to enjoy the existing authorized benefits.

f. Modifications will be on the MIP-
-MIP 1 step increment (no change)
-MIP 2 our existing scheme will be replaced with the New PBB as requested by the KAMAGGFI.  All employees will be entitled to receive and there will be no FORCED MARGINAL RANKING.

New PBB:
-150% of the basic salary- 10% of the population
-100% of the basic salary- 25% of the population
-50% of the basic salary- 65% of the population
(EXCEPT those with administrative cases and those with marginal rating based on performance)

-MIP 3 – the existing basis on computation of productivity wherein increment of the 2 annual income periods were taken to arrive at the base will be replaced with a new computation which is 10% of the Net Income.

5. Anniversary token for the contractuals
LBPEA request for anniversary token for the contractuals is still pending approval subject to COA guidelines.

6. Employees Profiling
-LBPEA created a taskforce to study the employees profile particularly those with no promotion since LBP entry, those who were not promoted for more than 5 years or 10 years since last promotion, and those in acting capacity for more than 10 years.

-LBPEA will recommend to the Sector Heads for the upgrading/promotion of the employees

-LBPEA was given approval by SVP Junet Climaco to closely coordinate with PAD on the records of the employees. Our CSS Head-SVP Climaco is very supportive of the project of LBPEA on Employees Profiling.

-LBPEA will be proposing for the lifting of the 3 position transfers prior to promotion/upgrading

7. On Merger
-As discussed during the meeting that with the merger on the offing, SIP is a possibility for those who are 50 years old and with 20years in the service. But nothing is definite yet on this regard.  LBPEA is awaiting for the result of our pending request for SIP.

8. ACAPERA
-LBPEA considered CLOSED the issue on additional ACAPERA

REPORT ON LBPEA NEB MEETING FOR AUGUST 2013

The LBPEA National Executive Board held its Regular Meeting last August 15-16, 2013 at the LANDBANK Plaza.

AGENDA: 
1. Confirmation/Approval of Minutes of the previous meeeting

2. HMO Third Party Agreement 
LBPEA deliberated on the Third Party Agreement of HMO Scheme which was presented by LBPEA Treas-Bong Dumasig.  The scheme will be presented to the HMO Committee for initial consideration during its meeting this August 19. The TPA needs polishing and further study thus LBPEA did not come up yet with a consensus to adopt it.

3. MSI Concerns
LBPEA received various letters coming from units regarding complaints on MSI.  The MSI problem was already elevated to Atty. Joselito B. Vallada-Head PAD and there will be a meeting between PAD, MSI and LBPEA to address the various concerns.  
Should there be other problems on MSI which was not sent to LBPEA, kindly forward your complaints to LBPEA HO as soon as possible.

4.  Rationalization of Salary
We were informed by Pres. Allan that he was able to talk to one of the GCG lawyers during a gathering where he inquired about the implementation of salary rationalization.  He was informed by the lawyer that September is not yet its implementation but the presentation to Malacanang of the study of Towers Watson.

5.  Merger of LandBank, DBP and Postal Bank
This issue has been talked about openly that our government is considering the merger but the most it will be in 3 yrs time until 2016 during PNoy's term.

6. Fund Raising of LBPEA resched to December
The fund raising as planned was supposed to be held during LANDBANK's Anniversary but then there were problems which hindered pushing through with it.  Thus the LBPEA Board opted to have it on December 2013.  The objective of the fund raising is to provide a seed fund for the members who are in need specifically for funeral and hospitalization.  The objectives and mechanics of the fund raising is being finalized and will be out soon.

7.  Anniversary Bonus for Contractuals
LBPEA requested an Anniversary Bonus for the contractuals.

8.  CNA Incentive from 2011-2012
LBPEA persistently pursued its request for the release of CNA Incentive and finally there is hope to it. The Supplemental CNA incorporating the CNA Incentive to the CNA was submitted by Pres. Allan to the Office of SVP Junet Climaco last Thursday for consideration.  The LBPEA Board unanimously approved to request its release as soon as possible.
